Building AI Governance That Works in Practice

Jim Tunnessen has a firm conviction that governance lives in systems, not in binders. For him, building a defensible AI program isn’t a compliance checkbox. It’s an operating discipline. He embraces the challenge of turning abstract frameworks into evidence, workflows, and controls that organizations can actually run.

As a two-time federal CIO and Chief AI Officer, Jim has deployed AI in production inside some of the most scrutinized environments in the country. He understands what regulators, auditors, and boards expect, and he designs solutions that meet today’s standards while preparing for tomorrow’s. While he is committed to practicality, Jim also pushes into new territory, including governing autonomous agents through what he calls the Agentic Control Plane. His approach is not merely about building software; it’s about making responsible AI achievable for organizations of every size.

Advising Boards & Executives on AI

Jim Tunnessen serves as a trusted guide for boards and executives navigating the fast-moving world of AI adoption and regulation. With deep operational experience and a talent for making complex topics clear, Jim helps leaders move AI from pilot to production without losing sight of risk. His strategic counsel connects governance requirements with business objectives, producing oversight that is practical, measurable, and board-ready.

Drawing from his doctoral research in AI and machine learning, Jim Tunnessen crafts guidance that reflects both technical depth and executive reality. Each recommendation is tailored to the organization’s sector, risk profile, and regulatory obligations, from NIST AI RMF and ISO 42001 alignment to oversight of agentic systems. Through fractional Chief AI Officer advisory and turnkey governance, Jim equips organizations to innovate with confidence and accountability.

Jim Tunnessen’s Story

Jim Tunnessen took the long road to AI governance. He began his career in the United States Marine Corps, serving as an infantry platoon sergeant for nearly eight years. He later earned a commission as an engineer officer in the Army Reserve and National Guard, holding roles in plans, operations, and information technology policy. In all, he spent roughly 14 years in uniform, learning the leadership, discipline, and mission focus that would shape everything that followed.

Jim went on to spend more than two decades in federal service, rising to senior executive roles as Chief Information Officer, Chief AI Officer, Chief Technology Officer, and Chief Digital Officer across four organizations. Along the way he earned his MBA, studied in France, and is now completing a Doctor of Engineering in AI and machine learning, researching explainable AI and the governance of autonomous agents.
